I think the labelling one needs to go into a time capsule so we can open it up in 10 years and see how much has been implemented. The time capsule may have to be stored in a secure location and marked "IL-3 Restricted" with red pen though ;) Currently we (the education sector) really are a long way from the model scenario they describe.
